The Institute of Language and Culture Studies (ILCS), located on the beautiful hilltop of Taktse in Trongsa (central Bhutan), is one of the constituent colleges of the Royal University of Bhutan. It is about six hours drive from the capital, Thimphu. The college was set up as a Rigney institute 1961 in Thimphu.

ILCS offers a number of diploma and undergraduate programmes: BA in Language and Culture, BA in Language and Literature, and Diploma in Language and Communication. From July 2012 the institute will be offer an undergraduate programme in Bhutanese and Himalayan Studies. ILCS aims to be a centre of excellence in higher learning and research in Bhutanese language, culture (dance, music, painting, architecture, weaving and designing, astrology, and etiquette), Buddhist studies, Himalayan studies and GNH studies.

All of ILCS’s programmes are underpinned by an overarching emphasis on human values. Its endeavour therefore is to instill values and groom good human beings through a deep grounding in and practical experience of study areas such as culture, philosophy, language and history. The institute’s motto is 'To produce modern citizens with traditional knowledge'. ILCS also produces research-based audiovisual documentaries on rituals and performing arts of Bhutan.
